Sloving the problem of laid-off workers

It's well- know that there are more and more laid-off workers in China now.Among them are the old and young ,men and women,even some well-educated graduates.
   there mang reasons for this phenomena.For one thing,some factory workers can't keep up with the rapid change in the economic reform because of  their poor knowledge,skill and ability.For another,some people,especially,the young graducates are unwilling to do some "shabby"  
jobs.
    In regard to this social problem steps should be taken to solve it.First,it's nessaryto form a sensible sense of employment.Second,we should train the laid-offs to learn new skills to meet the needs of socity .Finally,the governmrnt should improve the social welfare for them.
